조달청은 정부기관에서 필요로 하는 물자를 구매하고, 공공분야에서 발주하는 시설공사의 계약과 관리를 책임지는 기관이다. 1946년 본격적인 업무를 시작한 이례로 조달청은 2002년 조달 서비스의 새로운 역사를 상징하는 기념비적인 시스템을 선보였다. 바로 국가종합전자조달시스템인 ‘나라장터’를 개통한 것이다. 나라장터 개통은 단순히 기존 업무를 전자화한 것이 아니었다. 공공기관과 기업 간의 거래를 구매결의부터 대금지불까지 모두 전자화함으로써 공공조달의 효율성과 투명성을 높였다는 점에서 경영 혁신에 가깝다.
